政府规制下深圳市企业参与排污权交易意愿的调查

排污权实际是一项政府行政许可,有较为浓厚的政府规制色彩。本文首先分析了排污权交易的基本特征和深圳市排污权交易政策体系中的政府规制行为,结合对776家试点企业的问卷访问,调查了试点企业在现有排污权政策体系下参与排污权有偿使用和交易的意愿。总体来看,试点企业参与排污权有偿使用和交易的意愿强烈,大部分企业支持排污权交易政策的实施,但也有小部分企业对成本费用和政策前景表达了担忧。

Electronic waste disassembly industry development in our country has been more than ten years.This paper selects the earliest,the largest town named Guiyu at Shantou city as an example,to show the electronic waste disassembly industry to bring serious pollution problems.This paper analyses the three causes of electronic waste disassembly industry pollution,and points out that these causes are decided by the industry＇s own characteristics.In order to achieve the industry＇s transformation and pollution control,the policy proposals show that we must control the development factors of the industry,to begin with the industrial upgrading,specification raw material resources and strengthen government administration,and put forward for the first time that the development financing＇s power could be a good help.
