本文提出了黑龙江省东部煤、电、化经济区发展合理布局实施方案和建议,为各级政府相关部门制定产业结构优化、产业布局合理化及产业协同政策、法规、计划提供理论依据和方法。

This paper puts forward the solutions and suggestions to reasonably arrange and implement the development of the coal, electricity and chemical economic region in eastern Heilongjiang province. It provides theoretical basis and methods for the relevant departments at all levels of the government to formulate the policies and regulations plan for the optimized industrial structure, reasonable industrial distribution and industrial cooperation.
