城市治理的必要性在于维持城市的生存和发展。在潜伏着各种危险的现代社会,特别对处于转型时期的发展中国家城市管理来说,除了要维护经济系统、资源系统和人口系统的日常有序运转之外,在城市更新和扩张过程中产生的科学管理问题、可持续发展问题,以及公平正义问题都是亟待研究和解决的重要命题。推进新型城镇化的战略进程中,城市治理的转型必须坚持服务、合作和治理的基本原则。从过程上以标准化推动全程化管理,在功能上以数字化实现系统化,在结构方面以制度化促进多元化,是加快实施新型城镇化战略的基本路径。

The necessity of urban governance is to maintain the survival and development of the city. In modern society where all kinds of dangers lurking, especially in the urban management of developing countries when they are in transformation period, in addition to maintaining orderly daily operation of the economic system, resource system and the population system, the important propositions such as scientific management, sustainable development, and fairness and justice in the process of urban renewal and expansion need to he re- searched and solved. In the process of promoting the new urbanization strategy, the transformation of urban management must be adhered to the basic principle of service, cooperation and management. To push the whole course management by standardization from the process, to realize systematization by digitization of the function, to promote diversity by institutionalization of structure, all of these constitute the basic path to speed up the implementation of the new urbanization strategy.
