摘要
改革开放以来,中央政府对地方政府绩效考核先后实行了经济发展、计划生育、社会治安和节能减排四项"一票否决"制度。其中,在社会治安工作中实行的信访"一票否决"制度,在政府绩效考核中产生了一定的负效应。因此,有必要在厘清信访"一票否决"与地方政府绩效考核关联的基础上,对这一具有中国特色的考核制度作出反思,分析其问题根源,并从中思考信访"一票否决"制负效应的矫正路径,完善我国政府绩效考核体系,提升政府绩效管理水平。
Since China's Reform and Opening-up, the central government has implemented four "one ballot veto" appraisal system containing economic development, family planning, public security and energy conservation in local government's perfor- mance evaluation. Among them, petition, belonging to public security work, involved in "one ballot veto" system has certain neg- ative effects on government's performance evaluation. Therefore, it is necessary to make reflection on this appraisal system with Chinese characteristics and to analyze its causes on the basis of the clarified relationship between the petition criteria in "one ballot veto" system and local government's performance. And it is also important to find out the correct path by reflecting the negative effects of the appraisal system, which is crucial to perfect our government's performance evaluation system and improve our government's performance management level.
