Since the 18th CPC National Congress, Xi Jinping, our CPC General Secretary put forward the new requirement that you need a strong hammer to forge iron, aiming at a series of new challenges, new situation and new problems faced by own Party construction. This requirement is based on three main practical considerations, first is "timing", i.e., the change of the Par- ty's historical position; second is "tendency", namely challenges from the reality faced by the Party; third is "responsibility", that is, to fulfill the mission and responsibility of the Party. These three factors together determine that the country's ruling is decided by the Party' s governing, thus the party must be strictly administered. Only by constantly improving the level of the party' s lead- ership and the ruling level, enhancing its ability to resist corruption and risks, can the Party remain in the front of the time with the profound changes of the world's situation in the process of history, become the mainstay of our nation in response to various risks and the tests of history at home and abroad, become a strong core of leadership in the process of upholding and developing socialism with Chinese characteristics.
