摘要
本文探讨了水资源分配中主体的结构,把多主体多目标水资源协商过程分为初始、交互、监控和收尾四个阶段,给出每个阶段的具体流程,提出协商裁决的原则,设计协商分配机制过程,并给出效率评价。分析表明,协商可以有效改善主体的净效益,使得配置效率得到提高。
In the paper, main body structure in water resource distribution is discussed. Water resource consuhation process with many main bodies and many objectives is divided into initial stage, interaction stage, monitoring stage and finishing stage. Concrete flow of each stage is provided. Principle of consensus decision-making is proposed. Negotiation distribution mechanism process is designed. Efficiency evaluation is given. Analysis result showed that net profits of main body can be effectively improved by consuhation, thereby improving configuration efficiency.
