我国生物质能产业政策的演进与发展分析

Analysis on the Evolution and Development of the Biomass Energy Industry Policy in China

目前,在我国政府的支持下,生物质能的开发与利用得到迅猛发展,但是相关法律与政策并不配套、协调,导致其发展过程中出现一些政策性障碍。分析了我国生物质能产业政策的演进历程,探讨了我国生物质能产业现行政策保障,针对我国生物质能产业现行政策存在的问题,提出了相应的发展建议,对推进我国生物质能产业政策升级和提升政策效果具有重要参考价值。

Development and utilization of the biomass energy in China has progressed rapidly in recent years. However, the incompatibility and disharmony between relevant laws and policies lead to some policy barriers appeared in the process of its development. This paper analyzes the evolution of China＇ s biomass energy industry policies, probes into the present policy guarantee for China＇s biomass energy industry, and in the light of some problems existing in present policies of China＇s biomass energy industry, puts forward some corresponding development suggestions, which possesses important reference value for promoting the uDzradin,~ ,~ h; ：__ _, . ~
