After Qin Shi Huang unified the six countries, he still follows the course of Shang Yang firmly. When the Qin Dynasty perished, the Han was established, but Qin’s system was inherited. The political and ideological thought in the Reforms of Shang Yang has been in use, and it develops into the mainstream of the legal and political in Chinese culture generally, which has a significant impact on the development of Chinese nation. Therefore, combining on the actual situations of the current construction by the law and analyzing the social background, theoretical origins and the main contents to make a scientific evaluation and a realistic reflection on the reform, then carrying forward and abandon simultaneously, inheriting and exceeding to construct a comprehensive and advancing theory of socialist rule by law and legal system with Chinese characteristics, still has a certain value and significance.
