基于区域环境治理创新机制视角下的京津冀产业升级思考

A Reflection on the Industry Upgrading in the Jing-Jin-Ji Region from the Regional Governance Mechanism Innovation Perspective

产业升级是实现区域环境治理与区域经济发展的重要途径。文章通过环境治理与产业升级的机理关系对京津冀资源环境现状、创新能力以及产业现状进行分析,认为京津冀产业升级需要由自我循环模式向区域一体化模式转变,北京作为区域经济发展的大脑向研发和销售两极发展,天津作为区域的神经系统加强研转产的产业接合,河北作为区域发展的躯干加强与其他区域和下游产业的联系。

Industry upgrading is an important route to realize regional environment governance and economic development. This paper analyzed the current resource environment situation, innovation ability and the status of industry in the zone of Beijing, Tianjin, and Hebei province,based on the relations mechanism between the environmental management and of the industry upgrade, thus proposed the fact that the industry upgrade in this region should shift from the self-cycle pattern to a regional integration pattern. Beijing, as the brain of regional economic development, should develop itself to the bipolar of research and development and sales. Tianjin, as a regional nervous system, should reinforce its connection that converting research to production, Hebeias, the trunk of regional development, should strengthen its relation with other zones and downstream industries.
