摘要
在对上海市家政市场深入调研,对利益相关者作深度访谈和问卷调查的基础上,本文比较分析了当前家政行业中员工制和中介制两种管理方式各自的优缺点。本文认为家政从业人员的素质和特殊的就业形式,现行用工模式的制约以及缺乏行业针对性的法规与政策是导致当前家政行业不规范的主要原因。结合上海市的实践,本文提出家政行业利益相关者多方参与下的准员工制管理模式。本文认为准员工制管理模式有助于家政企业转型发展和从业人员的职业化发展,有利于家政行业的规范化发展,是符合当前家政行业实际状况和要求的管理创新。
On the basis of in-depth research on the Shanghai domestic market and indepth interviews and questionnaires to stakeholders, this paper analyzes the advantages and disadvantages of two kinds of employment patterns in domestic industry which are staff system and intermediary system respectively. This paper regards that the quality of homemaking personnel and the special forms of employment, restriction of the current labor mode and lack of regulations and policy according to the domestic industry are the main reasons why the domestic industry was not standardized currently. Combined with the practice in Shanghai, it put forward the management mode of Quasi-employee system under the stakeholders' multiple participation. This paper argues that Quasi-employee system management can help domestic enterprises development in transition and the professional development of practitioners, and it is conducive to the development of domestic industry standardization. Moreover, it is in line with the current management of innovation and the actual situation of the domestic industry requirement.
