In modern times(1900-1938),parks and tea houses in Guangzhou were highly popular places where people spent their leisure hours. Meanwhile, the government utilized these venues to influence public ethos. By building memorial sites and staging ceremonial activities, the government tried to let its ideology infiltrate into the mind of the mass. During that period, tea houses hired blind entertaining girls, actresses and waitresses to satisfy the need for prostitution. This, together with violence frequently occurring in the tea houses, led to the state power's intervention and close supervision. However, political turmoil at that time rendered efficient governance almost impossible, and power handovers could but weaken the government's capability of stabilizing public order. As a result, the government faied to have a sustaining policy of controlling and interfering in the public place.
