基于信息权力论的智慧城市建设刍议

EXPLANATION FOR CHINA'S SMART CITY PLAN:AN INFORMATION POWER APPROACH

基于信息权力论视角,智慧城市的建设可以理解为面向信息权力争夺的城市竞争力提升战略。本文将信息权力分解为信息生产、信息获取和信息控制三个权力维度,并对其测算方法进行了讨论和定义;在此基础上,对我国现有23个"智慧城市"的信息权力进行了测度,并将之与城市竞争力评价结果进行了比较。分析结论显示,我国城市信息权力个体差异明显,尤其表现在信息生产和信息控制方面;城市信息权力和城市竞争力之间的多种组合类型,亦可为进一步的智慧城市建设因地制宜提供借鉴。根据分析结论,特别强调对于信息权力培育的重视,以及信息生产、信息获取和信息控制能力三者的协调发展。

With the development of globalization and informatization, the global strategic power has been forming a new power structure within the infosphere, the nodes of which are commanding high grounds—that are cities with abundant information infrastructure and prominent advantages in the access to information. Since the rule of world competitions has largely ceased to be a force-to-force experience and the significance of information is well realized in modern activities, it has been theorised that in such information era,the evaluation of the cities＇ potential is becoming more relevant to the informatization construction. From the perspective of the theory of information power, more emphasis should be laid on the strength of cities＇ information power, which represents the potential of a city, for its economical and social development. Correspondingly, the critical objective of promoting smart cities is to reinforce their competitive power, in the form of information power campaign. Thus, this thesis defines information power with three indexes, including the manufacture, acquisition and the control of information, and pick up 23 smart cities in China to measure their strength. The paper points out that there is a vast difference among cities in China when it comes to the field of information power, manifesting an uneven development pattern. In addition, the result presents an intriguing outcome when the ranking of information power and competitive power are put together for reference, and therefore, this thesis brings forward a series of development strategies on different emphases,aiming at cities which have a big gap between these two forms of power.
