摘要
系统论认为,智慧城市是由目标子系统、技术子系统、主体子系统、客体子系统和管理子系统组成的大系统,智慧城市建设的核心就是由更为先进的技术系统武装或改造整个城市系统。上海市的智慧城市建设在技术基础设施、智慧治理、智慧民生和智慧产业等方面都取得了显著的成绩,但其初步形成的智慧城市系统也面临着各种问题和挑战。目前而言,编制科学的顶层规划、构建多主体共同参与的合力机制、强化新兴信息技术的研究和应用、完善智慧城市管理系统、促进智慧产业快速发展,是深化完善上海市智慧城市系统发展的主要途径。
System theory considers smart city a grand system which is consisted of the subsystem of target,technology, subject,object and management.Moreover,the core factor of the construction of smart city is to transform and arm the whole city system with advanced technical system.The construction of smart Shanghai in technology infrastructure,smart governance,smart people's livelihood,and smart industries has made remarkable achievements,but its initial formation of the smart city system also faces a variety of problems and challenges.At present,preparing of the top scientific plan, building a resultant mechanism for multi -agent participation,strengthening the research and application of emerging in-formation technologies,improving smart city management system and accelerating the industrial development of wisdom are the main ways to improve and deepen the system of Shanghai smart city development.
