The paper analyzes the problem of Russian Nesting Dolls librarians and proposes the concept of conceptual libarians based on the conceptual thoery under the network information environment. Apart from training libarians with conceptual sense and abilities ,it also advocates that library＇s coneptual culture should be bulit and libarians should enhance their own artistic accomplishment.
