Establishment and Application of Hidden Danger Automatic Investigation and Automatic Report System to Coal Mine Safety Production Accident

通过建立煤矿安全生产事故隐患自查自报系统,实现安全管理信息化,推动隐患排查治理工作制度化、规范化、流程化,促进隐患排查、建档、评估、整改、验收、销号闭环管理。落实隐患排查责任,分管领导牵头,业务部门和专业人员参与,分专业定期排查、持表排查、系统排查。对隐患分类定级,定期通报,挂牌督办,限期整改,超时升级,促进企业层层落实隐患排查治理责任。定期召开专业会议,对查出的隐患进行系统梳理,分析评估,查找根源,找出不足,落实针对性防控措施,强化风险预控。

With an establishment of a hidden danger automatic investigation and automatic report system of a safety production accident,a safety management informationization could be realized. A system,regulation and procedure of the hidden danger investigation and control work would be promoted. The investigation, files, evaluation, modification,acceptance and number elimination closed- loop management of the hidden danger would be promoted. The investigation responsibility of the hidden danger should be settled,the leader in charge of the investigation should be in a leading position and the business department and professional personnel should be involved in the investigation. The investigation should be conducted periodically and professionally, should be conducted with the list and should be conducted systematically. The hidden danger should be classified and ranked,should be reported regularly,should be supervised with a name- list, should be modified with a time limit, should be upgraded over- timely and the hidden danger investigation and control responsibility implemented by each level of the enterprise should be promoted. A professional meeting should be regularly held. The hidden danger found should be systematically summarized,analyzed and evaluated.The source of the hidden danger should be investigated. Shortages of the investigation should be pointed out. The prevention and control measures of the hidden danger should be implemented and the risk prevention and control should be enhanced.
