京津冀地区科技创新一体化发展是建设创新型国家的迫切需要,是落实国家创新驱动发展战略的重要举措,是贯彻习近平总书记提出的北京科技创新中心定位的要求,也是实现高端引领绿色低碳发展的必然选择。京津冀地区科技创新能力不平衡和异质性,缺少跨行政区科技创新体系,妨碍了科技支撑与引领经济社会合作发展的深度和广度。京津冀地区地域上的邻近性、经济上的依存性、资源上的互补性、三方关系的交叉性和多重性等使得科技创新一体化发展具有必要性与可行性。京津冀地区应通过树立共同的科技创新价值观,建立和而不同的创新制度,构建科技创新一体化的协调机制、强化顶层设计和主动布局、发挥中关村国家自主创新示范区的辐射引领作用、优化科技资源配置、打造"一心两核三带多园区"科技发展格局,以促进科技创新一体化发展。

Beijing-Tianjin-Hebei region science and technology innovation ability are imbalance and heterogeneity, lack of across the region innovation system of science and technology, getting in the way of science and technology support and guiding the width and depth of the eco-nomic and social cooperation and development. The geographic proximity, economic dependence, resources complementary, crossed the relations and multiplicity bring up the necessity and feasibility of the integration of science and technology inno-vation development in Beijing-Tianjin-Hebei region. Beijing-Tianjin-Hebei region should be set up the common development of science and technology innovation value idea, set up the different innovation system, innovation of science and technology integration of coordination mechanism, strengthen the top-level design and layout, actively play a role of Zhongguancun nation-al innovation demonstration zone radiation lead, optimizing the allocation of resources of science and technology, to create ＂with One core, two nuclear, three zones, more than three park＂ development pattern of science and technology, etc., to pro-mote the development of integration of science and technology innovation.
