国民的视野与思想决定着每一个民族国家的文化性格和国家性格。中华文化曾经具有强烈的外向特征,但在宋代之后突然遭遇一场从外向到内向的文化转向,不但导致中国错失航海大发现的历史机遇,也为近现代历史上的一系列外敌入侵和国家的迅速衰败埋下了伏笔。21世纪以来全球化趋势的加速推进和中国逐渐融入当代世界的民族国家体系,要求我们必须推动国民视野与思想的全球化和外向化,将建设"外向型文化"和"外向型国家"作为我国未来对内对外政策的重要方向。

National vision and ideas determine the cultural character and personality of every nation-state.Chinese culture has a strong outward characteristics in the history,but after the Song Dynasty,it suddenly confronted with a cultural shift from outward to inward-looking,which not only led China to miss the historic opportunity of maritime discovery,but also caused a series of foreign invasions and rapid decline in the modern history. With the trend of globalization in the 21 st century and the gradual integration into the modern world system of nation-states,China is required to promote the globalization and outwardness of national vision and ideology. The construction of＂export-oriented culture＂and country should be an important future direction of domestic and foreign policies in China.
