我国留地安置的制度困境与法律保障

一些地方政府推行的留地安置制度存在着留地权属不清、留地比例的标准不统一、留地用途难以确定等困境。要提高立法层级,完善留地安置相关立法;改革土地征收补偿制度和土地增值利益分配制度;完善农村土地使用权的流转制度;加强地方政府财政收入体制配套改革。
