摘要
本文在工资总额的作用和管理现状的基础上,分析指出工资总额对科技成果转化的人员奖励,以及吸引培养高层次人才、产学研科技人员互聘交流等的影响。通过对已有突破的政策梳理和国外经验的借鉴,提出四方面政策建议:鼓励对科技成果转化人员奖励进行规定或约定;对几类人才岗位设置不计入工资总额或给予倾斜;人员奖励与工资总额若干协调方案;开展工资总额赋权试点。
Based on the role and status of the management of total wages, the paper pointed out the influence of total wages on the S&T personnel incentives, training and attracting high-level personnel, mutual exchanging of S&T personnel between university and indus- try, Through the policy review and abroad experiences, it put forward suggestions from 4 aspects : encouraging the regulation or agree- ments on the personnel incentives ; remission of several kinds of talents from the total wages ; coordination solutions of personnel incentives with the total wages; carrying out total wages pilot projects.
