组织化合作动员:社区建设的新范式

Co-organized Mobilization: A New Paradigm of Community Building

在从熟人社会向陌生人世界转变的背景下,组织化合作动员是调动政府、社区、驻区单位和群团组织、社会组织、大众传媒以及社区居民的有效途径。XW区的文明创建实践表明,组织化合作动员涉及基层党政组织、社区组织、驻区单位与群团组织、社会组织和传媒组织等不同主体,而动员策略可分为压力型动员、宣传型动员、活动化动员和精英式动员等四种方式。有效进行组织化合作动员,需要政府部门适当放权,并培育与发展社会组织特别是社区社会组织。

In the circumstance of transformation from an acquaintance community to a stranger world,the co-organized mobilization is an effective method to mobilize government,communities,garrison units and mass organizations,social organizations,media and residents. The practice of establishing civilized city in XW District has demonstrated that party and government organizations of grass-roots level,community organizations,garrison units and mass organizations,social organizations and media,etc are involved with co-organized mobilization and that the strategies of mobilization can be classified into pressure mobilization,publicity mobilization,activities mobilization and elite mobilization. Devolution of powers,cultivating and developing social organizations,especially community organization are necessary in effective co-organized mobilization.
