基于民族地区特殊性下的社会治理理念及路径

Social Governance in Ethnic Areas:Specificity,Concepts and Realization

民族地区社会治理是我国和谐社会建设的重要内容。由于民族地区民族多样性、社会环境和民众治理能力的差异性,所以民族地区社会治理有一定特殊性。本文认为民族地区社会治理不仅要坚持民族平等、公民参与、社会正义和以人为本的治理理念,而且要严格落实民族区域自治制度,提升民族地区公务员治理能力,培养当地公众公民精神以及建立民族地区公共事务政民协商对话机制。

Social governance in Ethnic Areas is an important part of harmonious society in China. Because of ethnic diversity,social environment and differences of public governance,the social governance becomes more difficult. Social governanc in Ethnic Areas must adhere to the concepts of equality,civic participation,social justice and people-oriented management,at the sime time,we should insist on the effective implement of the system of regional ethnic autonomy,and promote governance capacity of civil servants,and form public spirit and sence of civil and establish the mechanism of consultation and dialogue between the governments and the public.
