摘要
协商民主是一种公共事务治理的民主化,民主协商可以与公共决策相勾连。从民主协商的本真性旨趣与工具性价值来看,在公共决策过程安置民主协商可以提升决策质量,增加决策的正当性与合法性。从政治过程来看,协商与决策之间存在着填补的空白地带,需要通过协商范围的厘定、协商规模的设计,以及建立偏好转换、协商终止与意见聚合等协商机制,将两者有机联系起来。
Deliberative democracy is a kind of governance democratization of public affairs.Democratic consultation contacts with public decision. From the perspective of deliberative democracy of the true purport and instrumental value,democratic consultation resettlement in the public decision-making process can enhance decision quality,increase the legitimacy and legality of decision.From the political process,there is a blank area needed to fill between consultation and the decision. We need to put the organic link between them through negotiation mechanism of defining the scope of consultation needs and negotiation scale designs,and the establishment of preference conversion,consultation termination and advice polymerization.
