To Construct the Mechanism of Farmer Autonomy

2004年至2014年,中央连续下发了11个关注和解决三农问题的"一号文件",形成了新时期加强"三农"工作的基本思路和政策体系,构成了以工促农、以城带乡的制度框架。但农民自主意识不强、自主能力不够、自主环境欠佳等问题依然存在,要将外在的激励约束内化为农民的自觉行动,必须通过优化农民自主环境、构建农民自主体系、完善农民自主途径等方式着力构建农民自主机制,这是破解"三农"问题的根本和关键。

But the problem of farmer autonomy consciousness is not strong, independent ability is insufficient, independent environment still exist, and to incentive and restraint external internalized into the cotlsclous action of farmers, farmers must be through the optimization of autonomous environment, constructs the farmer autonomy system, improve farmers＂ autonomous pathway way force construction of farmer autonomy mechanism, which is the fundamental and critical erack of the ＂three rural＂ issues.
