中国在周边区域经济一体化安排中的FTA利用率研究

Study on China's FTA Utilization of Regional Economic Integration Arrangements in Surrounding Areas

研究显示,CAFTA、CEPA和ECFA利用率与国际上一些重要的FTA利用率相比尚存一定差距,这不仅受企业认知水平、原产地证书申领成本和税率差额等一般因素的影响,而且与东亚生产模式和原产地规则等特殊因素密切相关。为提高中国周边FTA利用率,应该重点在加强宣传,提高企业认知水平;简便手续,降低原产地证书申领成本;加强区域合作,打造区域内生产网络等方面采取有力措施。

FTA utilization is directly related to the evaluation of regional economic integration.This paper selects three FTAs signed by China and its surrounding areas,including CAFTA,CEPA and ECFA,to analyze China＇s FTA utilizations and the impact factors from the perspective of goods trade.The result shows that,there is a very gap between China＇s FTA utilizations with some of the internationally important FTA utilizations.China＇s FTA utilizations are affected not only by general factors,like the cognitive level of business,the application cost of certificate of origin,and the difference of tax rates,but also by the regional special factors,like the East Asian production model and rules of origin.In order to improve China＇s FTA utilizations,we need to take some effective measures,such as emphasis on publicity to improve the cognitive level of business,simple procedures to reduce the cost of apply for certificate of origins,strengthen regional cooperation to build regional production networks,and etc.
