健康和务实地发展混合所有制经济,需要用正确的思想观念指导改革实践。现阶段,关于发展混合所有制经济有三个有争议的问题:发展混合所有制经济,会不会掉入"私有化"陷阱,需不需要"负面清单",有没有理想的混合比例关系?发展混合所有制经济,应以优秀的企业家为中心,加快探索职业经理人制度和市场化劳动用工制度以及市场化的激励、约束机制;坚持程序合规和透明公正,进一步探索企业推行混合所有制的有效监管机制;倡导信守互补互信与互相制衡的商业合作精神,探索建立混合所有制企业有效制衡、平等保护的公司法人治理结构。

Good intentions and correct ideas are vitally important to the development of diversified ownership economy. The paper focuses on three controversial issues： How to avoid the failure of privatization？ Is the ＂negative list＂ necessary for guiding the development of diversified-ownership economy？ How to establish an ideal ownership structure？ In combination with the latest advances in enterprise reform practices, the paper also discusses various effective ways for China＇s SOEs to develop diversified-ownership economy. It holds that, first, excellent entrepreneurs should play a more constructive role; secondly, the reform process should be transparent, open and be considered regular by authorities; finally, both the commercialism and the spirit of cooperation are needed to build up an ideal corporate governance system.
