The acceleration of the reform of board authorities is the key step in improving the corporate governance mechanism. At the present stage, a variety of problems in state-owned enterprise governance and board are related to state property management system and administrative management mode and the absence of top-level design in state-owned reform, but not from enterprises themselves. To advance the reform of board authorities, it is necessary to straighten out the relationship between government and enterprise, to re-construct state property management system and to launch the reform of mixed-ownership economy. In that way, the reform of board authorities characterized by normalization can be integrated into the system of state-owned key enterprises. Thus, more state- owned enterprises can benefit from the dividend of reform through the infusion of new blood brought by the development of mixed-ownership and the promotion of internal and external enterprise governance.
