大学章程在大学中具有"宪章"的地位和功能,是确保一所大学成为自主、自治、自律主体的关键所在。通过章程制定有利于理顺大学与政府的关系,有助于完善大学内部的治理结构。推进大学章程建设工作,既需要国家在宏观层面做好顶层设计,积极深化高等教育体制综合改革;又需要大力强化各级各类高校的内在动力,使其自觉、规范、科学并富有创新性和个性化地开展章程建设工作。

University statutes possess the function of ＂charter＂ in universities, which is the key to ensuring that a university can be independent, and self-disciplined. The construction of the statutes is in favor of straightening out the relationship of universities and governments, and is helpful of perfecting the governance structure within a university. Therefore, to impel the construction of university statutes, all kinds of and all levels of universities need to vigorously enhance their internal impetus, so that they can consciously, normally and scientifically carry out the construction of statutes with innovativeness and individuality.
