摘要
学习型城市是当代城市建设的重要趋势。为了研究与推动学习型城市发展,经济合作与发展组织、欧盟、联合国教科文组织、国际学习型城市协会等国际组织从终身学习、全纳教育、可持续发展等多种角度探讨学习型城市理念,并努力通过制定评价指标体系与评估活动推进全球性学习型城市建设。学习型城市应成为学习型社会建设的"领头羊"与示范区。我国建设学习型城市要以学习者为本,促进复合发展、特色发展;突破传统学习观的藩篱,推动四个转向实现;关注市民素养与城市能力复合发展;以系统化思路整体谋划学习型城市建设进程;兼顾国际标准与本土需求,通过构建合理评价体系,实现以评促建的价值功能。
Learning city is an important trend for the modern urban construction. To study and promote the development of learning city, international organizations, including OECD, EU, UNESCO and IAEC, have been trying to explore the idea of learning city from the ideas of lifelong learning and education for all, and sustainable development. These organizations also have been trying to formulate evaluation indexes and evaluation activities to promote the construction of learning city. Learning city should become the "bellwether" and demonstration area in constructing learning society. To construct the learning city should take learners as orientation, promote the complex and characteristic development, breakthrough the obstacle of traditional learning view, and drive the realization of four turnings. To construct the learning city should pay attention to the composite development of citizen's attainment and city's ability, and plan the construction of learning city with systematized idea. To construct the learning city should give consideration to international standards and local needs, and build logical evaluation indexes so as to realize the construction with evaluation.
