长期以来,人们大多认为大革命时期中共片面注重民众运动,忽视了军事工作,从而丧失了军队领导权。但此说并不完全符合事实,中共当时其实相当重视军事工作。它之所以未能掌握军队领导权,是与其缺乏经费和武器,以及来自共产国际的干预和国民党的抵制密切相关的。特别是在勉力维持的党内合作框架内,要想掌握军权,几乎是一项不可能完成的任务。
