承接产业转移条件下的西部中心城市生态空间优化配置

Optimal Eco-space Configuration of Central Cities in Western China during Receiving Industrial Transfer

承接产业转移支撑城市扩张,已经成为西部地区中心城市跨越发展的主要手段。国内外城市生态空间的配置已经从单一绿化进入到多生态要素统筹布局阶段,但在具体做法上,更多地依赖于一些成功的经验。西部地区城市的生态空间配置,其内在动力与发达国家和东部发达城市差异很大,需要根据承接产业转移的重点定位生态功能,通过适当超前的规划管制生态空间,并在实施中通过建设新区科学布局生态空间、因地制宜在老城区嵌入生态功能来优化生态空间,同时通过对生态空间布局经验值的优化,提高生态资源的利用效率。

It has become a major instrument for central cities in western China to achieve leapfrog development in the way of urban ex-pansion by receiving industrial transfer. The urban eco-space configuration at home and abroad has evolved into coordinated arrangement of multiple ecological elements from single mode of landscaping. However, practically it depends more on some successful experiences. The e-co-space configuration of central cities in western China still lags far behind that of highly developed cities in eastern China and abroad in terms of internal impetus. Central cities in western China need to define their ecological functions based on their priorities in receiving in-dustrial transfer and regulate their eco-space through advance planning in appropriate manner. And during the implementation of such plan-ning, they need not only scientific layout of eco-space in building new districts but also optimal eco-space by integrating ecological func-tions into old urban areas based on local conditions. In addition, they need to increase the efficiency in utilization of ecological resources.
