武陵山区贫困乡村经济社会发展现状的调查与思考

Investigation and Reflection of Economic and Social Development of Poverty-stricken Villages in Wuling Mountain Area

通过对武陵山片区怀化市12个县(市、区)38个贫困村的整村入户调研和对13个村的专题调研,发现贫困村现阶段相对贫困的特征尤为突出;农村的社会关系结构畸形发展;农村基础设施依然落后;农村产业结构单一;山区农村儿童求学之路相当艰辛;贫困村农民对逐步得到改善的生活现状和未来保持乐观。要实现扶贫攻坚目标,必须深刻认识与准确把握当前山区农村所处历史发展阶段的基本特征和现实状况,跳出农业抓农业,跳出农村抓农村,顺应当前山区农业和农村工作的新变化新趋势。

A survey of 38 poverty-stricken villages and investigations into special problems of 13 villages made in 12 counties of Huaihua City in Wuling area show that at present,poverty is s serious problem in those poverty-stricken villages; social relations develop in a deformed way in those rural areas; rural areas are still lagging behind in infrastructure; rural industrial structure is unitary; and children there have difficulties to go to school. However,people in those villages are optimistic about the gradual improvement of life and the future. In order to realize the goal of poverty alleviation,it is necessary to have a correct understanding of the basic characteristics and the present situation of rural mountain areas in their development and keep pace with the new changes and the new trend of agriculture and rural work in mountain areas.
