习近平的"三个依法"共同推进,是指"依法治国、依法执政、依法行政共同推进",这三者既相互贯通又有各自内涵。依法治国是党领导人民治理国家的基本方略,它以宪法为核心;依法执政是党在新的历史条件下执政的基本方式,它要求党依据宪法法律治国理政;依法行政是各级政府的基本准则,它要求公职人员必须明确自己执法的权限和程序。任何人都没有法外特权,所有人都受宪法法律的支配。法律的生命力在于实施,法律的权威也在于实施。

Xi Jinping’s joint promotion of “three by-laws” refers to “the rule of law, governance by law, administration by law to jointly promote”. The three are linked to each other and have their re-spective connotations. The rule of law is the basic strategy for the party to lead the people in the governance of the country with the constitution as its core; governance by law is the basic way of the ruling party under the new historical conditions, and it requires that the party govern the country by con-stitutional law; administration by law is the basic principle of the administration at all levels, and it requires that the civil servants must be clear about their law enforcement authority and procedures. No one has extrajudicial privileges, and everyone is subject to the constitutional law. The vitality of law lies in the implementation, so does the authority of the law.
