浅谈农村土地增值收益分配问题

On the Issue of Land Distribution in Rural Value-added Benefits

城镇化过程中,对农村土地资源的重新配置和利用所产生的增值收益及其分配问题关系到农村稳定和社会发展,让农民获得更多增值收益、共享城乡统筹发展成果,具有十分重要的理论和现实意义。本文通过对土地增值收益内涵及其分配的探讨,重点分析了当前中国农村土地增值收益的不同来源并揭示了其分配中存在的问题,提出了完善征地制度、促进集体土地使用权流转、建立国家土地出让收益基金制度等对策建议。

In the process of urbanization,the value-added benefits and its distribution problem which arising from reconfiguration and utilization of rural land resources is related to rural stability and social development. Let farmers gain more value-added benefits,sharing the results of urban and rural development,has very im-portant theoretical and practical significance. This paper discusses the meaning and distribution of land value-added benefits,analyzes the current Chinaˊs rural land value-added benefits from different sources and reveals the problems existing in the distribution,puts forward to perfect the land expropriation system,promote the cir-culation of collective land use right,establish the national land income fund system and other related sugges-tions.
