竞争性选择地质调查项目经费监督管理研究

Research into the funds supervision of competitive selection geological survey project

竞争性选择地质调查项目承担单位的工作已经开展四年时间,由于缺少明确的监管办法,使得其经费管理工作难以开展。本文在分析竞争性选择地质调查项目开展情况与经费监管现状的基础上,提出其经费监管难以遵循通用模式、缺乏政策依据、缺乏激励机制的问题。最后提出制定配套政策、完善监管流程、建立内外结合体系、实行中介机构统一管理、探索结余资金处理政策的对策与建议。

The work of selecting geological survey project undertaking units through competition has carried out for nearly four years .There are still no related policies on how to manage its funds .So we ,under the basis of analysis on the development and fund supervision situation ,put forward the problems that funds supervision can’t follow the general model ,is lock of policy guidance and incentive mechanism .At last ,we raise some advice that constituting the policy ,perfecting supervision process ,establishing supervision system of integration of the internal and the external ,implementing unified management of intermediate agency and studying how to process surplus capital .
