江西省地下水开发利用红线管理控制指标研究

Study on red line management and control indicators of groundwater exploitation in Jiangxi Province

为了给更好地落实水资源"三条红线"管理提供决策依据,根据江西省地下水的功能特点和水资源合理配置的需要,在查清全省境内地下水开发利用与保护现状和存在问题的基础上,合理地划分了江西省地下水功能区并确定各功能区地下水利用的目标,提出了2015,2020年全省地下水开发利用量指标。同时,将各水平年地下水开发利用总量控制指标细化分解至各市区,经地下水超采区复核,得出地下水超采区主要分布于南昌、萍乡、赣州和九江市。在分析成果的基础上,因地制宜地提出了相应的开发和保护对策及措施,以促进地下水资源的可持续利用。

In order to provide a decision - nake basis for inplenenting ＆quot;3 red lines＆quot; nanagenent of water resources,accord-ing to the function characteristics of underground water and denand of rational water resources allocation and on the basis of in-vestigation on the utilization and protection status and existing problens of groundwater in Jiangxi Province,the underground wa-ter functional zones are rationally divided and the targets of groundwater utilization of every functional zone as well as the provin-cial developnent quantity of underground water in 2015 and 2020 are deternined. Meanwhile,the total control targets of develop-nent and utilization of groundwater in the level years are deternined for every city or district. It is concluded that through re-checking the developnent status,the over - exploitation areas are nainly distributed in the cities of Nanchang,Pingxiang,Gan-zhou and Jiujiang. This paper proposes sone corresponding counterneasures and suggestions for ensuring the sustainable develop-nent of econony and society in Jiangxi Province.
