高考改革是有关教育制度顶层重新设计的契机

高考改革需要有相应的理论支撑。通过改革,传统高考的应试教育弊端应该得到较好的克服和解决。高考改革必须针对现有高考存在的问题（最主要的是应试教育倾向问题）,否则改革就会失去意义。高考应该以选拔为主要目的,但同时又要具有评价的功能,以便使高考成为综合性的教育评价手段。不过,不要为了改动考试科目而去改革高考,应该将高考改革变成一个系统化的跟高等教育制度设计紧密结合的过程,应该将应试教育、唯分数论、异地高考、教育乱收费、转学转专业难、提高高校办学自主权、转变政府职能、发挥多维评价功能等诸多因素一揽子考虑进去,一并从制度顶层上加以解决。

It is necessary to review the theoretical scopes of reforming Gaokao. It is believed that after the reform is conducted, the problem that traditional Gaokao results in examination--dominated education should be solved because the reform of Gaikao must be targeted at its existing shortcomings including the problem of examination--dominated educa- tion. Otherwise the reform will be meaningless. The purpose of Gaokao should be to select candidates for higher education and to evaluate schools as well. If Gaokao could well function in these two ways after the reform, it will become a multi-- folded method in the term of educational evaluation. Nevertheless, the reform itself is not important. Rather, the reform of Gaokao should be taken as a process of re--design of the whole system related to higher education. Solving the problem of examination-- dominated education, score-- directed learning, Gaokao for migrants, rationalized university charges, transfer--freedom, university autonomy, transformation of governmental function, all--in--one purposed plan of the Gaokao examination, and so on so forth must be concerned simultaneously by the reform.
