论民主的内在风险

On Inner Risks in Democracy

在历史上,民主是人类迄今为止所能找到的化解社会风险最为有效的方式,但民主制度在产生和建立过程中自身就存在着诸如多数人决策水平过低、少数人利益受侵害等不安全因素,这种不安全的因素即民主的内在风险。通过对直接民主制和间接民主制风险性的分析来揭示民主的内在风险,能为正确认识民主理想和民主现实的差距,破除民主迷信,规避中国特色社会主义政治发展过程的民主风险提供理论依据。

In history,democracy is an effective way for human so far to resolve social risks,but in the process of establishing democracy there are unsafe factors,such as low levels of decision and damage of minority interests which are called inner risks. In this paper,it is to reveal the inherent risks of democracy through the analysis of direct democracy and indirect democratic risks,so as to provide theories on understanding the gap betteen the ideals and reality of democracy to get rid of democratic superstition and to aword the riks of democracy in the process of socialis dolitical development with chinese characteristics.
