提高公民参与公共文化服务体系建设的对策研究

On countermeasures of Improving the degree Citizen's Participation in the Construction of Public Cultural Service System

公共文化服务体系建设的服务对象是公民,目的是向公民提供公共文化产品和服务,因此公民在参与公共文化服务体系建设中所发挥出的作用决定着最终的公共文化服务体系建设的成果。同时,也是该体系建设的评价标准之一,提高公民参与度是与公共文化服务基础设施建设,人才、资金和技术的投入等同样重要的课题。文章以黑龙江省为主要研究对象,从公民参与公共文化服务体系建设的意义、公民参与公共文化服务体系建设的不足之处、提高公民参与公共文化服务体系建设的三个方面探讨了提高公民参与公共文化服务体系建设的几点对策。

Citizens are the target of public cultural service system aiming to serve the civilians and to provide public cultural products,so the degree of citizen ＇s participation in public cultural service system directly determines the outcome of the its construction and can also be considered as a standard of estimating public cultural system. Improvement the degree of citizen＇s participation has equal importance with basic construction of public cultural service,talents,fund and technology investment. Taking Heilongjiang province as the main object of study,the paper discusses some countermeasures to improve citizen＇s participation from three different aspects： the significance of citizen＇s participation in public cultural service system; its shortcoming; three countermeasures to improne the degree of citizen＇s participation.
