伪满劳动统制政策经历了限制华北劳工入境时期、全面强化统制时期和"国民皆劳"强制征集时期。虽然不同时期、不同阶段呈现出不同的特征,但是劳动统制政策的目的都是服从于日本的侵略意愿,服务于日本的侵略战争。劳工统制政策的演变过程,就是日本帝国主义为支撑其侵略战争,疯狂奴役广大中国劳工、掠夺战争资源的过程,扩大战争范围,加快侵略步伐的过程,具有明显的阶段性、剥削性和残酷性。
