摘要
通过考察分析,认为人才短缺和资金匮乏仍是国有林场事业化改革后面临的主要发展障碍,也是事业化改革自身无法克服的。充分利用国有林场的资源优势,"面向市场,走向社会"是深化国有林场改革和激发国有林场发展活力的唯一有效路径。为此文章提出树立森林资源抚育保护与开发利用并举的经营理念,制订更加宽松灵活的国有林场管理和经营政策,建立有效的激励和约束机制等对策建议。
Based on investigation and analysis, the shortage of talents and lack of funds will still be the main obsta- cles of development after the public institution reform of state-owned forest farm, and it is unable to overcome re- lying only on the public institution reform itself. Making full use of the resource advantage of state-owned forest farm, "facing the market, marching to the society" should be the unique efficient path to deepen the reform and stimulate the development vitality of state-owned forest farm. And for this, three proposals are put forward which are respectively building the business philosophy of promoting nurture and protection with development and utili- zation simultaneously, formulating more flexible management and business policies for state-owned forest farm, es- tablishing efficiently incentive and constraint mechanisms.
