社会治安管理创新导向下基层公安机关预防外来人员违法犯罪对策研究——以苏州某区KT派出所为例

Research on the Countermeasures of Precautions System of Illegal Activities for Nonnative Population from the View of Social Administrative Innovation——Take the KT Police Substation of Suzhou as an Illustration

改革开放以来,大量外来人员进入城市,为经济发展作出了贡献,但其违法犯罪问题突出,而政府在管理中未能在社会管理创新理论导向下从犯罪预防的角度开展相关工作。公安机关应该针对辖区内外来人员的现状,转变理念,从源头着手开展预防工作,以服务促管理,最大限度地控制违法犯罪的发生,并应采取一系列方式方法以创新社会管理。

In recent years, with the acceleration of the urbanization process, a large number of migrant workers go into the cities, has led to many social problems, whom foreign crime particularly notable, and has been gradually rising trend. Nonnative population pours into more economically developed areas, especially in large and medium-sized cities due to uneven regional development. However, limited by long-term urban-rural dual structure, the nonnative population always located in disadvantaged position and became into the third group beyond farms and local citizens. With the accelerated process of urbanization, large numbers of people flow into the city. At the same time, making a substantial contribution to urban construction, their increasingly serious crime phenomenon also is full of our visual field continuously. The public security organs should make the transition from the old conception to the new and take precautions against criminal calamities.
