摘要 目前,我国已建立起了以国家标准和企业标准为主体,行业标准和地方标准为补充的茶叶标准体系。从总体上讲,我国的茶叶标准数量多、涉及面广、技术水平较高,是世界上茶叶标准最多、最全的国家;但与国际、国外标准,以及与我国茶产业发展需求相比,还存在标准与相关法律法规衔接性不够,部分标准科学性、配套性和实用性不强,标准的宣传、实施和监督工作不力,各种标准过多过繁,质量安全标准内容不全或者指标过松或过严,不利于出口茶叶的质量安全控制等问题。为此,必须从制度层面做好顶层设计,进一步梳理、整合现有标准,加大标准制修订力度,尽快制定茶叶质量安全国家标准;同时,必须加强标准的宣传、实施和监督力度。 Currently, China has established a tea standard system with the national standard and enterprise standard as the principle part, industrial and local standards as the complement. Overall, China has the largest number of and most comprehensive tea standards in the world which has covered various fields and involved high technical levels. Nevertheless, compared with international and foreign standards, as well as the country's developmental needs of the industry, problems still exist such as lack of convergence between standards and relevant laws and regulations; design flaws, weak compatibility and practicality; ineffective publicity, implementation and supervision; overcomplicated standards; incomplete content of quality and safety standards, or quality and safety control not conducive to the export. Therefore, the top-level design must be improved in terms of the entire system to further sort and integrate existing standards, to increase the revision efforts, and develop national standards for tea quality and safety as soon as possible. Meanwhile, the efforts for the publicity, implementation and supervision must be reinforced.
