关于建立海洋生态补偿机制的思考

Research on Building the Ecological Compensation Mechanism of Marine in China

近年来,我国海洋生态补偿方面建设得到较快发展,但尚未在制度层面上完全落实。文章基于我国海洋生态补偿机制建设的基本情况,梳理了财政支付转移、专项基金等行政及市场的主要手段,分析了海洋生态补偿存在的突出问题。提出顺应时代发展潮流,完善海洋生态补偿制度体系,加快建立海洋生态补偿机制,形成以刚性制度约束人的行为,为国家实现保护海洋生态环境的总体战略目标、建设美丽海洋和全面建成小康社会的宏伟目标服务。

China＇s marine ecological compensation construction developed rapidly in recent years, but not yet completely implemented at the system level. Based on the situation of China＇s marine construction mechanism of ecological compensation, this paper combed the primary means of administrative and market, including fiscal transfer payment, the special funds and others, and analyzes the outstanding problems in the marine ecological compensation. This paper proposes to follow the development trend of the times, and improve the system of marine ecological compensation system accelerate the establishment of marine ecological compensation mechanism, to form a rigid institutional constraints of human behavior, for the country to achieve the protection of the marine environment of the overall strategic objectives, build a beautiful ocean and comprehensive grand goal of building a moderately prosperous society services.
