湖北省建立与完善新型农村社会化服务体系的路径探析

Establishment and Perfection of the New Rural Social Service System of Hubei Province

建立与完善多元化、多层次、多形式的覆盖农民生产生活各领域、综合配套、便捷高效的新型农村社会化服务体系,是跳出当前"三农"工作窘境,促进农业繁荣、农村发展、农民增收,并逐步实现农业现代化的重大突破口。湖北省农村社会化服务体系的发展面临诸多现实困境:多元主体无序共生导致政府和市场双重失灵;服务总体水平低下导致供需矛盾突出;服务主体发育缓慢导致市场化程度偏低。应明晰多元化服务主体的功能定位,拓展多层次的社会化服务内容,搭建综合性的社会化服务平台,创新农村社会化服务体系的运行机制。

The establishment and improvement of a diversified, multi-level, multi-form covering all areas of production and life of farmers, comprehensive, convenient and efficient new social service system in rural areas, are the breakthrough for resoloving of the current ＂three rural issues＂, promoting agricultural prosperity, farmers＇ income, rural development and the progressive realization of agricultural modernization. The rurual social service system of Hubei are now facing a series of difficulties： governance and market double failure, low level of service system and weak marketization. Therefore, we should clearfy the position of multi-subjects service system, improve the content of social service, establish the social service platform and creat new system of rural social service.
