回应性治理:农户需求与国家政策整合的基层面向

对于农村底层而言,国家整合能力的彰显取决于农户需求和政府回应之间的均衡,任何农村政策都要通过国家政权建设来维持乡村社会的政治整合。回应性治理构筑了农户服务需求与政府治理的双向政策动员。同时,回应性治理也是农户服务需求与国家治理能力提升的政策考量。一方面,"服务下乡"与农户参与的政策融入实现了政府与农户的互动。另一方面,政策嵌入铺垫了"政策下乡"与公共服务的治理基础,其进一步透视了乡村公共治理过程中国家整合能力式微的缘由。依靠回应性治理实现国家整合与惠农服务的政策转型,是衔接农户需求与国家治理体系的基本政策理路。
