地方经济增长与环境质量——基于陕西省环境收入曲线的实证分析

Local Economic Growth and Environmental Quality——Based on an empirical analysis of the EKC of Shaanxi province

通过构建双对数三次协整方程,选取1986-2012年陕西省人均实际GDP、人均工业污染排放量相关数据,分析了经济增长与环境污染指标间的长期均衡关系,发现工业废气、工业废水呈现倒N型EKC曲线,工业固体废弃物呈现N型EKC曲线,各污染物曲线拐点出现时间大体相同;探讨了工业结构、对外开放程度、能源强度对工业污染物排放总量的影响,建议优化环境投资、构建流动型污染物排放交易机制、加快工业产业升级转型、调整外商投资与出口品结构。

We empirically analyze the long- term equilibrium relationship of Shaanxi economic growth and environmental quality by fitting the double logarithmic cubic co- integration equation between relevant data of the per capita actual GDP and per capita industrial pollutant emissions in Shaanxi province from 1986 to 2012,finding that there exists an inverted N- type EKC in the industrial exhaust and waste water,and an N- type EKC in the industrial solid wastes,and the inflection point of each curve occurs approximately at the same time. Then we deal with the effect of industry structure,degree of opening to the outside world,and energy intensity on the EKCs. At last we make four recommendations on the polices ranging from optimizing the environment investment,establishing the mobile pollutant trading mechanism,accelerating the industrial upgrading and transition,to regulating the FDI and exports structure.
