电子政务流程变革中G2C的关系研究

The Study of the Relationship Between Government and Citizen in the Process of Transforming the Flow of E-Government

在电子政务建设过程中,政府与公民之间存在着十分密切的关系,为了了解政府与公民间这种既密切又微妙的关系,有必要对电子政务建设过程中政府与公民的关系进行研究。本文先具体介绍了电子政务在实施过程中遇到的障碍和阻力;再利用效用理论和博弈的思想建立政府与公民之间的博弈模型,在模型中引入了效用临界值变量;最后通过对模型的分析,提出促进电子政务顺利发展的若干建议。

In the course of the construction of the electron administration,there exists an intimate relationship between the government and the citizen.In order to acknowledge the subtle and intimate relation between the government and the citizen,the study of the relationship between government and citizen in the process of building an electronic government becomes necessary.Firstly,it particularly introduces the barrier and resistance which appear in the process of executing the electronic government.Then,it constructs a game model between government and citizen based on the utility theory and game thought,and inducts two variables V1 V2 describing the utility critical value.Finally,it proposes some important advices on promoting the development of electronic government regularly by analyzing the model.
