水利标准化发展的若干思考

Consideration on standardization development of water conservancy

通过对水利标准化发展现状解析,围绕标准的价值、客观性、主体性及双向作用进行辩证剖析,从加快经济增长方式转变、践行治水新思路、建设水生态文明和水利国际化等4个方面分析了水利标准化工作面临的新形势。从科学界定标准定位、厘清政府市场关系、摸清水利标准化实施途径、加快水利标准化战略输出4个方面提出了水利标准化发展的具体建议。

Studies are made on standardization development of water conservancy in China through profound and dialectical analysis on their value, objectivity, subjectivity and mutual effects. The current status faced by standardization work is analyzed from four aspects of how to accelerate transformation of economic growth pattern, implement new thoughts of water governance, build water ecological civilization, and take internationally-recognized approaches. Specific measures are raised in terms of four areas, including positioning the standardization scientifically, clarifying the relationship between government and market, finding solutions for standardization and promoting a wider extension of water norms and standards in the water field.
