Co-evolution of Technology and Standard Setting Methods

基于制度经济学演化理论,分析移动通信产业制度和技术变更过程,阐明技术变更影响标准建立方法的机制。以共同演化的概念解释移动通信产业技术、制度和产业结构,阐述各国为该产业建立的技术标准。结果发现,虽然大部分产业发展经历了从一体化到模块化的渐进过程,但是在电子技术领域,问题解决方法和标准建立方法的演化却是一个不断循环的过程。新技术转换使一体化问题解决方法必须为模块化问题解决方法让路。然而,最新的技术变迁需要采用一体化问题解决方法,这使准垂直一体化回归视野。

This paper applies evolutionary theory in analyzing the switching process of industrial institution and technology , and demonstrating the mechanism of how switching technologies influence standard setting methods .The concept of Co‐e‐volution is used here to analyze the technology ,institution and industrial structure of tele‐communication industry ,thus explains how various countries set up technological standards for this industry .The paper shows although most industries experience gradual development from integral to modular problem solving ,in electronic technological area ,changes in technology have cased the method of standard setting to come full circle .New switching technologies enabled a change from integral to modular problem solving .However ,the latest technological change requires integral problem solving ,and has caused quasi‐vertical integration to return .
