杭州湾沿岸跨界海域水污染防治的制度创新 被引量:1

摘要 指出了杭州湾沿岸跨界海域水污染防治制度存在四大问题:跨区域合作制度不健全,部门协调管理问题难度大,海域污染物评价指标缺乏,监管力度不足。针对杭州湾沿岸跨界域水污染的制度成因,通过借鉴国际典型案例波罗的海水污染的防治经验,从四个方面设计了杭州湾海域水污染防治的新制度:一是改进水污染总量控制制度,二是完善源头减排管理制度,三是健全末端治理监管制度,四是创新排污权交易制度。 The article proposes four main problems in the prevention and control system of transboundary water pollution along Hangzhou Bay:cross-regional cooperation system is not perfect; department's coordination and management is of great difficulty;evaluation index of sea water's pollutant is insufficient;the supervision is inadequate. According to the causes of transboundary water pollution along the Hangzhou Bay and through learning the prevention and controlling experiences of sea water pollution from the international typical case of the Baltic, the article suggests that the new prevention and control system of transboundary water pollution in Hangzhou Bay can be design from four aspects:the first aspect is to improve the total quantity control system of water pollution;the second is to perfect the management system of reducing emission from the source;the third is to improve the supervision system of end treatment; the fourth is to innovate the trading system of emissions.
